Hormuz Exposure: The Logistics Case for In-Theater Positioning

The Strait of Hormuz carries approximately 21 million barrels of oil per day and a significant portion of containerised trade serving the UAE, Kuwait, Bahrain, Qatar, and Oman. It is 33 kilometres wide at its narrowest point. From a military logistics perspective, it is the single highest-consequence chokepoint for any program operating in the Gulf theater.

Current tension levels have elevated Hormuz from a theoretical planning risk to an active operational consideration. For defense programs and government contractors with supply chains running through or into the Gulf, the question is no longer whether to plan for disruption but how far advanced that planning needs to be.

The logistics answer is pre-positioning. Programs that have invested in in-theater inventory, warehousing, and distribution infrastructure in the UAE are substantially less exposed to a Hormuz disruption than those that rely on just-in-time sea freight. Jebel Ali port and the broader Dubai Investment Park logistics zone provide the physical infrastructure for this kind of pre-positioning, but the commercial and operational arrangements need to be in place before a disruption event, not during one.

The cost of establishing that infrastructure during a disruption is substantially higher than establishing it in advance, and the capability may simply not be available under contested conditions.
